The ability to act, think, choose without restraint. Regarding consequences, one still has this ability to act, think, or choose without restraint, consequences are only deterrents and they do not restrain for if they did, it would be impossible to act in a manner opposing the consequential matter.
For example to say I am not free to steal is incorrect, because people steal. To say I am afraid to steal because of the consequences would be more correct.
If you are physical restrained (imprisoned or such), then you have been removed of a freedom (not all) but just the freedom to act in certain ways.

let me give u an example
imagine that u and many other people are in big open place each one of u is surrounded by a circle suppose that Ur circle is ur freedom ,so do the other people to u can be free in ur circle (ur house ur life etc...) but u cant be free in the others freedom..

Seems like "addicted to no addiction" ... I asked this some time before...
Anyway, by being free we humans understand it as being able to do whatever we want and when we want it, with no restrictions what so ever. But whatever it is that we want to do, comes from previous experience/knowledge, that gave us the idea; yet our experience is strictly connected to our environment (parents, choices they make for us while we're children, situations we have to deal with, etc) that leave an imprint on our behavior, determining us to decide what we want to do (who to play with, what we enjoy studying, visit new places, and so on...)
So there is no actual freedom, just the feeling that we enjoy doing whatever it is we enjoy doing, and no one told us to do it.

I think freedom can be defined/ understood in 3 scales.
1. 1st Scale: The choice to do or not to do anything regardless of the consequences; without regard to responsibilities ( sometimes called licentiousness).
2. 2nd Scale: The choice to do or not to do w/ too many restrictions, such that these ones stifles your choice
3. 3rd Scale: The choice to do or not to do within reasonable limits; with corresponding responsibilities; ( the practical and most useful definition )

Freedom is an ideal. No such thing as complete freedom - nature itself will impose some discipline, man certainly will add to that as things get organized into societies.

freedom is an ideal in which to strive for, but never quite attain.
Freedom is the openess of body, mind and spirit to do as you wish, when you wish to do it, and how you wish to do it.
So why is it unattainable? For us, as humans, we have responsibilities to ourselves and to others, the responsibility of trying to make the right choices, the responsibility of carind for others, the responsibility of making money to feed, house and clothe ourselves and others. We have laws that prevent us doing what is deemed to be wrong, because it contradicts others freedoms. Our own personal freedom can impose others.
In the animal kingdom, freedom is not attainable either. In order to survive animals have to hunt each other, therefore anyone of them is prey for another animal....therefore their freedom is lost. Humans take animals freedoms away, by taking their homes away, by eating them, by killing them for goods other than food, by placing them in zoos for our enjoyment.
My point is, whether right or wrong personal freedom is unattainable. No country has true freedom, because each country needs links to other countries...therefore restricting their freedoms.
The only freedom I can think of as attainable, is the freedom of the mind, but for most that is only when they have practised the art of meditation, because any other time they are thinking of their responsiblities.
