Its hardware lock. Noone but manufacturer can re-set. You can only run Region 1 (USA) DVDs. Now only solution is to use a DVD player which can over-ride region settings.
There are quite a few in market but the one i use and love is
DVD X Player (www.dvd-x-player.com). Try it or anyother of like this one. You can buy it cheap from ebay. Goodluck

Use DVD Decrypter, DVD Shrink, AnyDVD, Ripit4Me or any of the large selection of software that removes region codes. Good Luck!

use a dvd ripper to rip the vob files from dvd's and play those - the vob files themselves are region free the main movie is contained in sequentially numbered 1 gig vob files except for the last vob which will be the "leftover" (end of the film)

Download DVD43 - this will override the settings and allow as many region changes as you like :)

Use a program like AnyDVD. It removes the region check along with other protection.

It is built into windows, only a fresh install will reset this feature.
You can get programs which open your DVD rom up to multi-region, but i have never used any before.
