We need to keep with this year's parade theme of Hollywood's Golden Years, while connecting it to our animal shelter. Any ideas for how to decorate?

Why not use movie themes that starred animals? Something like Old Yeller, National Velvet, Wizard of Oz, especially ones that featured animals rescued and trained for the movies.

there are many old movies that feature animals,
but how about going for the cartoons, like Bambi or Lady and the Tramp. when I worked for animal rescue. we did the local carnival for many years and used Lady and the Tramp as our theme one year. With stray Dogs being a Major part of this film it tied in with our work we never ever used real animals on our floats just dressed up ourselves( I was one of the Siamese cat twins) it was great fun . sure you will have a great day good luck and enjoy.
