You can make him wear anything. You are his mommy.
If you are asking for costume ideas:
Draw whiskers on him and he can go as a cat.
Cut holes in some old baby clothes and let him go as a hobo or homeless baby.
Wrap him in swaddling-like blankets and go as Jesus, and Mary.
Paint a clown face on him, and put him in PJs
You can go to the Goodwill, and for about $3 get a used costume.
Put a little suit on him, and let him go as a midget business man-
Why don't you have enough money to even have a $10 Halloween costume? Why did you have a baby to bring into poverty and lack? There are people out there who could give him a home, stability, a college education, and a real future. Very sad.

I don't think you should MAKE your baby wear anything! IF you have older children and you are all going out trick or treating, or just handing out candy, why not just dress him up in his nicest outfit and enjoy the time with him! I mean he's only 16 months old, he's way too young to go out dressed in a real costume! I didn't take my son until he was 2 and even that was a lot for him. I dressed him in a sweat suit with skelaton bones on it, we went to 5 houses, we had a great time and I gave him healthy treats when we got back and ate the candy as a reward for myself hee hee hee

Honestly, honey, he wont know the difference if you dress him up or not. I'm not sure what things you have at home but here are some ideas. Hope they help.
Cat: Black Pants, Black Shirt, Cover small headband in black felt, cut two triangles out of felt and glue to headband (don't put whiskers on a 16mo old unless you want him to have black makeup all over his face: chances are he will get tired and rub it all over himself)
Pirate: Red pants, white shirt, red or black fabric for headscarf
If he has superman or batman or spiderman pj's you can put those on him
Cowboy: Jeans, Shirt, handkerchief around his neck (cowboy hat and boots if you have it)
Dalmatian: White sweats and pin black felt or fabric circles on the sweats
Skeleton: Black Sweats, white fabric: Cut out bone shapes on white fabric and pin to black sweats
I'm sorry there are people giving you a hard time about not having any money. Almost everybody goes through a time of financial hardship and you shouldn't be made to feel bad about it. Shame on those people.

don't worry about it!
it's a 16-month year old
and honestly, it doesn't matter much to your son
just have fun with him and enjoy!!
and if you really want a costume for him, just make sure that it's WARM and COZY cause its soo windy today! atleast it is here.
on whatever he's wearing, he can wear a pillowcase (ghost!)
just remember: HAVE FUN and don't regret it because you don't have money everyonee goes through financial problems atleast once in their life and you know what...
always look at the glass half full

Grapes: put him in a purple or green outfit. And attach purple or green balloons to it. put a green hat on his head for the leaves.
Waldo from where is Waldo: red and white striped shirt blue pants red and white stripped hat.
A Farmer: This one is simple put him in overalls and let him carry some vegetables around. Use a straw hat for the candy ( unless you have a straw hat for the baby)

He's a baby. Sometimes parents should ask themselves if they're doing things for their child or for themselves. If you don't have any money, try spending the time you would have spent making a costume developing taste instead.
