I would say not earlier than 18 but if your paper says 15 then I would say that over 14 simply because you body is in the middle of changing in so many ways and by the time your an adult that tattoo you got at 14 may look completely distorted, off center, and unbalanced because of growth. Also at 14 and 15 in my opinion you are into things that may not stay with you into adulthood. When I was 16 I wanted a tattoo of my favorite band symbol - I didnt and now 5 years later thats not my favorite band and i realize it was just a fad and I am also completely satisfied with my adult choices of tattoos because I waited and didnt just get one to have one and now I am stuck with it for the rest of my life.

I don't think any kid should be able to get a tattoo, with or without a parent, until they are old enough mentally to make their own choices. Regardless of who is paying for it. This is something that lasts a lifetime! Studs, earrings, etc. are fine at most ages. But not tattooes. I'm almost 60, and love old school rap. Do you think there should be an age limit on who has to stop listening to that? Hey, you could use that as your next essay subject!

if you mean "tattoos" (what i think you mean) you should be of age to have one.
firstly, because you mentality changes during the years. i really wanted to get my nose pierced about 2 years ago (i was 14), but now i think it's not so cool and don't want to.
secondly, find out more about tattoos. like, be careful what kind you're going to have if you still want to. some tattoos will remain on your skin forever, and do you imagine yourself having it in 30 years time?
third, there might be some legal matters. if you're not of age, you parents could issue a lawsuit to the salon that gave it to you, or at least this is what it can be done in my country.
in my opinion, i would say, wait a little longer. that tattoo won't run from you, so if you still want one when you're, say, 16-17, then go for it. think not twice about it, but three or more times. most things that include you body are way to important not to.

I signed for my daughter to have a TATOO when she was 17 and graduated with honors from high school. In Pennsylvania I think the age of majority for TATOOs is 18.
