I lost my wallet a few days ago which had my California Drivers License in it. I'm confused as to whether driving without a license means that you never passed the test (etc.) or just don't have the card with you. I passed the test (etc.) but just don't have the card. Am I still allowed to drive?

You must have the license in your possession; that means in your pocket, pocketbook, etc. when you are operating an automobile. Sometimes the court will give you a break if you show up with your license, but technically it must be in your pocket whenever you are driving. The law enforcement officer has discretion whether to or not to cite you. Make sure you are carrying some other form of identification.

This is In Kansas, mind you ... but if you can give the officer your driver's license information, you have 48 hours to present proof that you have a valid driver's license. You have to take your driver's license to the offices of the agency that wrote you the ticket. If you can't take proof of your vaild driver's license to the offices of the agency that wrote you the ticket, then you face more tickets and fines. It's easier just to go apply for a "lost license" and pay the small fee to get a new copy.

In Canada (and I suspect U.S. as well) you need to carry your driver's licence with you. If you don't have it you can get a ticket for "fail to surrender licence". If you had never passed the tests and never had a licence it would be "drive no licence ".

You can still drive but would be taking a risk of getting a ticket. File a report and then get at new licence.

*most officers (at least here) would give you a 72 hour notice or something to that effect to produce a licence and the ticket would get cancelled. We can always check on the computer system to see if you are licenced.

Go get replacement license. Driving without a card can get you a points and/or a fine.

you probably wont get arrested, but if you get pulled over its a whole bunch of points and the cop wont let you drive home.
