No they cannot be fixed, not without some really high end electronics.

Most dead pixels are causeed by transistor issues. Either a dead transistor or one that locks open. The problem is that they cannot be tested until the screen is completely manufactured. Then they would have to take it back apart and remanufacture it. Its all about money, if manufacturers disassembled every single screen with a single dead pixel on it, then costs would double or triple, and so would the price of the monitor.

Unfortunately, no they cant, you need to replace the screens. It is far to much of a labour to take a screen apart and repair a sigle pixal. The reason they are more common on LCD and Plasma Screens that they used to be on the CRT's is that CRT's had a nice thick glass front protecting the actual pixals. Modern screens are more fragile.

Yep. they aren't really DEAD if they glow blue on the black boot screen.

The Liquid gel is not filled in those.

There are websites that go through the repair, involving a wet thing and a spoon thing, and gentle pressing while the thingy is in boot mode...

It is halloween and I seem to have a thing for thingy... could it be the sugar rush? I am diabetic... three gummies, two raisenets, and four mini's and I am flying high!

pressing on the screen too hard can do that. you should get a piece of plexiglass a little larger than your screen and some two-sided carpet tape. tape the plexiglass to the plastic that surrounds your screen to protect it.
