could rhode island, vermont, and new hampshire join together to form a new state ? how ????????

The legislatures of all three states would have to agree, and then get the Congress and Senate to agree, then get the President to sign off on it.

Very, very doubtful all those things would happen. There would be no advantage for these states to do it, particularly since they are non-contiguous (means their borders all don't touch!)
