It is when you have a dream, and are aware that you are dreaming. Then you can alter the dream in any way you wish. There are books in bookshops, and they give you exercises to do through the day to make yourself have lucid (clear) dreams. I did it for a while and it is really fascinating. Some people are starting to believe that it can change our lives, for example if you are really scared of something, you can face it in your dream and either ask it what it wants, or change it into something nice. Try it, it's great!

I used to have them when I was a kid. My favorite thing of all to do was to fly like a bird. Oddly, it became more and more difficult once I hit adolescence.
