You should always drive with dipped headlights and fog lights (if you have them) on in fog, but remember to turn them off when you get into the clear it's amazing how dazzling a rear fog light can be when you are behind somebody who hasn't turned them off

Of course you should have your headlights on as well!!! Those go on first then if it is really foggy put on your fog lights as well. Not in the rain or only a slight mist like some people do and piss everyone else off.

All wrong. You should not use headlights with foglights. What's the point? Fog lights are designed to project a wide, low beam to cut down reflection and glare which is what you get from the headlights.

In the UK it is illegal to use foglamps (front or rear) if visibility exceeds 100m.
It is also illegal to use any lamp in a manner that could annoy other road users (this includes sitting in a traffic queue with your foot on the brake so your brake lamps are blinding the driver behind - you should use your parking brake, and take your foot off the brake pedal as soon as it is obvious to the car behind that you are stationary).
If using rear fog lamps only, you should also have dipped beam on.
In very thick fog, (visibility about 10m) the glare from the headlamps may be so severe that you are better off with front fog lamps and no headlamps. In less severe fog (visibility about 50m) front fog lamps are less useful, and may actually lull you into thinking you have better vision that you actually have.
Front fog lamps usually have no benefit during daylight - dipped headlamps and rear fog lamps should be used if visibility is poor during daylight.
If you can see the car in front (the car, not just the glow from its lights) then you don't need front fog lamps for its driver to know you are there.
If you can see the car behind (and not just the glow from its lights) then its driver can also see your car, and you should turn your rear fog lamp off to reduce dazzle.

If you are in fog then you should use your foglights because they are nearer to the ground and dont bounce back off the fog and dazzle you, you use your headlights at the same time but on dipped NOT full or you will dazzle yourself and cant see anything, ex instructor.

You have to have your dipped headlights on before you can activate your fog lights. Use fog lights in fog and heavy rain or spray on motorways etc, when visbility is reduced to approx. 100yards/metres.......remember to switch them off as soon as visibility improves to avoid dazzling other road users.

In Ontario Canada you need headlights on when it is dark regardless if you have your fog lights on or not. You can use your foglights anytime you want.
