What values for L and K?

min means minimum, so return the smaller of the two numbers.

If these are cell references in a spreadsheet, just take the smaller of the two cells.

If these are formulas then you'd need the values of L and K. For example if L = 5 and K = 3, then 16L = 80 and 20K = 60. Then Q would be the smaller of the two (Q = 60)

it all depends on what L and K are
my guess is the following
if L then
Q=min(16L,20K) = 16L
