first find out if hers had some sort of insurance and if not they sell pre-paid for about $40 at wal-mart-

Go to cingular online, or even better look used phones up on e-bay. Then simply take the battery out of your daughters phone and remove the sim card behind it. Stick it in the phone you purchased and off you go, no extra fees. Just make sure the phone you buy is cingular compatable.

Cingular sells the refurbished phones (with a limited warranty) online for about $30.00.
That's about as cheap as phones get, and I got the refurbished ones for my kids. They work every bit as well as new ones.
You could try looking on a place like Amazon or Ebay and see if anyone is offering one (with a Cingular SIM) any less expensively than that.
