If a dog inherits an estate, would the dog be paying taxes like property?

yes. dogs don't literelly inherit the estate, the deceased just sets up a trust that owns the estate and uses the revenues from it to feed & pamper the dog. This trust will have to pay taxes.

Someone would have to administer the estate for the benefit of the dog and that person would be responsible to see that taxes are paid.
