i suggest face paint, or eyeliner, which may not last long.

If she is going to be a black kitty cat. Just put some light foundation on her face and draw in the whiskers and long lashes with brow or eyeliner pencil.
If your using a multi color costume you'll have to color in her face like patchwork then fill in the whiskers and lashes.

blacken the end of her nose thebelow her nose put two "J " both curved out then wiskers on her ceecks small at the mouth wider toward the ear

draw 3 lines on each side of nose as wiskers. paint nose pink.

use mascara or liquid eyeliner and paint on whiskers, then use pink lipstick on the nose
