Okay... clearly your friend has some reason to doubt her HIV status. To me, that says "go and get a test" if only for her own peace of mind.

If she absolutely trusts these partners with her life that they did not lie about their HIV status, that their test results were correct and up to date AND that they hadn't engaged in any high-risk activities since these tests... sure, she can skip it. (and btw, who carries around their HIV negative results... is this some sort of modern-day foreplay?) There are no AIDS test police out there to tie her down and take a blood sample.

The fact you're asking the question suggests she thinks she may be at risk. If so, she owes it to herself and to any future partners or children she may have to find out.

I think this is in response to your earlier question about HIV testing.

The bottom line is that HIV can be in your system for a long time without you knowing it. There was a woman on Oprah who had HIV for 15 years without knowing it!

If you are really want to be safe, get tested every year, and have your partner get tested every year. If your friend feels that she can have unprotected sex because every passed their tests at one point in time, that is not a guarantee!
