Put black eye liner and then smudge it will a q-tip.

u can use eyeliner.....do a thick line then slightly and gently rub it out or u can u eye-shadow but it looks a bit powdery with eye-shadow i fink

well it looks like it was just smudged under his eyelid. maybe eyeshadow, or khol.
try ur own method, until like wat u come up wiith
