BT are a beacon of helpfulness and professionalism, compared to TalkTalk anyway, I've been with both, they are all the same. Customer complaints depts are useless, what do you expect? they are manned by inbred subhuman, flotsum of society.
Go straight to ofcom the regulators of telecommunication standards,

I have no problems with my BT Yahoo Broadband - I always stick with BT because I have never really had any problems with them. I know so many people who encounter major difficulties with their internet service providers but somehow BT shines through.
So - No. I don't think BT is the worst internet provider ever by a long chalk.

Bt uses ASDL - the line it goes over was designed to carry 100K - when computers used 56k dial up modems! I am getting 1.4 Mbs ona 100K line! They will get that up to 8 meg with luck next year with new equipment in the exchanges. if you want 8 Mbs now go over to dsl and cable and pay through the nose - but NTL haven't a great reputation!

No. Tiscali is. I used to pay for the most expensive Tiscali service. I was told it was unlimited broadband but after a few weeks I got sent rude and threatening messages warning me that I was using the internet too much and would have my service stopped if I continued to use it as much as I was. So much for unlimited...
To top that off...later on my internet kept disconnecting; I phoned to complain and I was told that I'd need to wait 3 weeks for someone to come and fix the internet for me. This was during my A Level revision so I couldn't revise online like I needed to.
