I have callista flockhart flat breasts. I am 5'4 118lbs. My hips arnt large but they arnt small either. My body is an hour glass shape.
What style dress would flatter my body the best?

Try something A-line or with a fuller skirt to balance your shape.

Good that u have an hour glass shape. now thats really awesome, cos not all of us have a good figure.
so first, u could try on a well stuffed sponge bra, and then u will feel quite confident to wear anything that pleases u. i tried the same and i feel much more confident now. earlier i used to feel embarrased when somebody stared at me. but now i feel much more feminine.
i assure u that its not at all uncomfortable and u would soon feel at ease with it. it becomes part of u, and nobody can tell the difference. just try it and u'll know for yourself. good luck for a more confident u.

Wrap dresses are the best. They accentuate your body nicely, cover up the hips and stomach but show a little cleveage which is perfect for small breasted ladies, like myself!!

i believe corset type dresses push up the breasts...also if there are some type of embroidery or something around the chest area, it leads to optical illusion that it is "fuller". also, i think bolero's help giving shape to the top half of the body.
