The title, "nation" must surely include certain criteria, such as independent judiciary, parliament, tax raising powers, defence facility, education , health and welfare infrastructure, monetary system, and all of the normal trappings of independence. As far as I am aware the Vatican City has none of these requirements. It has no secular authority, no right of imprisonment, no "citizens",no independent monetary system; how on earth can it be classed as a "Nation"? San Marino comes nearer to it. Some of the Pacific islands are also possibilities. However you look at it Vatican City is NOT a NATION!

look up the order of Malta (smom.org) not technically a country by definition population 0 size about the size of a living room and that's inside the Vatican smom has people all over the world and works for the UN started around the time of the crusades and is possibly the oldest roman catholic charity

Theoretically the Vatican City is an independant nation, but realistically it's part of Italy.

I would say probably Monaco.
