It means exactly what they say. A nice complexion, not needing makeup. Of course if you like makeup, apply sparingly.

Pretty much, because your skin doesn't have any flaws or blemishes. I myself look pretty scary without makeup, what with the dark circles under my eyes and all.

Exactly. They do not need to cover up blemishes (acne) or freckles, etc. They have clear skin. period. They don't need to wear any cosmetics.
