Why not? The Economist and the Financial Times often take positions on elections.
And early in the 20th Century there were several states where noncitizens, at least if they had taken out first papers, could vote.
In the European Union, EU citizens can vote in local elections and for members of the European Parliament in any EU country where they live.
The real issue is financial support. Would you want the Chinese or the Saudis to contribute to campaigns for those who would help them in government? They can even now, but not directly.

Yup, you can volunteer your time to the candidate of your choice and you can donate money.
You cannot pollwatch or work as a polling place official. You must be a registered voter to do those.
My father is not an American Citizen, but does volunteer work for certain candidates and has been known to donate to political campaigns. He cannot, however work as a pollwatcher or polling place official.
He also helps by voluteering to drive the elderly to the polling place so they can go vote!
He organized this service through his community theater, which he's the president of, he's got seven drivers this year who'll be going to pick up those who can't make it to their local polling places.
Since the area they're in is fairly remote, this really is a great service.

freedom of expression grants any person on western soil to make non-threatening and non-violent expression of what is that is valued.
it is just than a non-citizen may not vote for someone who may agree or vote against some person whom may seem not to agree.
campaign....yes....but...this person campaigning may not make false aspersives regarding any other persons of citizenship. ... and therefore it should be reminded that a non-citizen may only use information which is deemed negative to him/her in the light of some more full-filling and accepting responsibility.
