You don't say how old you are, but it's nice of you to take your little brother.
Carry a flashlight, or one of those glo-sticks to increase your visibility to cars that may be driving by. Don't walk in the middle of the road.
Also, carry a few 'safe' pieces of candy from your own house that he can have while you are trick or treating if he wants it. Don't let him eat any candy from a stranger's house until your parents can check it for evidence of tampering!
Travel with another group, if possible. There is safety in numbers. You don't have to arrange it in advance. Just find some other trick or treaters, and travel in a pack.
Don't stop at houses that aren't showing an interest in the holiday -- if the lights are off, or the lights are on, but there are no decorations, chances are they don't want visitors -- also, some states regulate certain criminals by prohibiting decorations that may entice children...so it's better to avoid these.

Have a plan:
Decide exactly what streets you are going to trick or treat on and have an outline of where you will be going. Make sure your parents know your travel plans. Decide how long you will be gone and stick to it.
Decide if you will go to each and every door together. If you're going to wait in the drive way- make sure that your brother knows where you will be and that he needs to come back to you. It's going to be dark and exciting and he may get turned around pretty easily.
Carry mom or dad's cellphone so you can call home if you need to.
It's going to be dark, so both of you should have flashlights and some sort of glowing or reflective objects on your costumes. Since you are bigger, you should make sure you are HIGHLY VISIBLE and walk closest to the street.
You should carry a bigger loot bag to dump his candy into. Little kids get tired of carrying a load pretty quick. If you've got a wagon in the garage, now is the time to use it.
Make sure you grab some candy from home to give your kid brother. That way there is a safe stash of candy for him to nibble on while you are out. Mom and Dad can check the rest when you get home.

Make sure to look out for traffic when crossing the streets. Carry a flash-light with you when you walk up houses. Don't go to houses that have no porch light on. Have relector tape put on the costume some where. Check all candy before eating any of it. Throw candy in open wrappers away. You can take the candy to a local Police station and they can check the cany and thinga for you.

Use reflective tape on you, on him and/or on anything you are carrying - treat bags, a broom, etc. - so that cars can see you easily. You can make it in the shape of a pumpkin or maybe put eyes, nose, and mouth on the back of his costume or on the treat bag so it's fun.
Be sure that your eyes are not covered (if you are dressing up, too) so you can see traffic.
Be sure you hang onto his hand when crossing streets.
Do NOT EVER go inside a house if you don't know the people.
Tell him not to eat anything until you get home - you need to double check the candy.
Have a wonderful, fun time.

Accept treats only in the doorway. Never go inside a house.
Don't play near lit jack-o-lanterns.
Visit only houses where the lights are on.
Walk on sidewalks and driveways.
Cross the street at the corner or in a crosswalk.
Take a cell phone with you if possible.
Make sure you're wearing a flame retardant costume.
Always use common sense.

Don't leave your little brother anywhere you wouldn't leave your purse. Don't trust anyone you wouldn't trust your purse with. This may sound cold, but in the recent cases of car-jackings etc. involving kidnapping, so many people had their purses in hand. People tend to leave children unattended in harms way, but guard their purses as if they are more valuable!
This is kind of a sarcastic answer, but unfortunately, it has too much truth to it. Use your common sense, and never take your eyes off him for a second. Also, check all goodies before letting him eat anything!!!

Cute costume. Well, keep him out of the street and don't let him cross by himself. If you're not trick or treating try wearing a light color so that motorists will see you first and as they get closer they'll see your little bro too. Or if light colors don't match your costume, bring along a flash light or a pair of glow sticks to wear around your necks.

That's cute. Just do the obvious (i.e.-don't let him walk in traffic or go into strangers houses). Stay in the neighborhood around your home and ALWAYS CHECK THE CANDY. Have fun!
