Depends on the paint. Soap and water if it is a water based paint. Otherwise amyl acetate or mayb a gently scraping with a knife.

I've had success with commercial paint thinner or stripper. Place a tiny drop on a cloth and dab at the paint spots to soften them. Soon they come off easy.

Try Goof Off. I've never used it on rubber, but it works really well getting paint off vinyl flooring.

What kind of paint? If it is latex and dried you are likely to have success with Denatured Alchohol.

try mineral spirits first,then maybe nail polish remover.you should be able to find the mineral spirits at your local hardware store and its a good thing to have around as it works on removing many things.
