My husband is a Marine and he is trained in Hazmat and is the Hazmat officer of his platoon. He heard that it's a pretty good paying job, and he can get into it allmost anywhere in the country.
Is this true? How much is the starting salary? Where would he need to apply? and would he need additional training?

Every hospital has an environmental health & safety department (hazmat). Also, universities that have research facilities (typically those with medical schools).

There are jobs in hazmat yes, but you have to have a lot of training in order to get one of these jobs. Start out by checking with your county's emergency response center - generally they will be able to supply you with the information on your county's hazmat response team, and if you don't have your own who it is you utilize and how to contact them. There are a ton of different training classes for hazmat - awareness, technician, specialist and they all have different requirements for training and what not - I actually just took my refresher for my hazmat tech cert last night so this is all real fresh in my mind
