CPU* is your processor - not the case that houses all the components which make up a computer.
A CPU fan consists of a heat sink and fan, and is designed specifically to cool the CPU*.

Yes, water cooling, it's not really that expensive... for under $300 you can water cool your CPU and GPU. That being said, unless you know what you are doing, it's best to have a professional install the system... of course, it's also best to do it yourself, since you'd have to cart the tower and the cooling unit back to your house.

Of course, you will have to make sure to get one that fits your processor socket and you will have to get the GPU kit seperately (I have yet to find one that includes both), again making sure that the GPU kit fits your graphics card. Be warned, if it doesn't explicitly say that it fits your card, then don't trust it to or think you can modify it easily to do so.

If air cooling isn't cutting it. You can always try liquid or water cooling, they have a higher density than water and can transfer heat much better.

And if that doesn't suit you well. You can spend $800 or so dollars on a phase change cooling rig. Works like a little refridgerator for your processor, cools it down to -20C. Installing such a setup isn't recommended for novices. It requires skill and knowing what you're doing otherwise you risk killing your processor and motherboard.

There is water cooling which is far better than a fan. It makes your processor run significantly faster from what I hear. However, it is pretty expensive. Check http://www.pricewatch.com

well there is.. there is a material that u can put in the cooler under the fan.. and absorb the heat quickly.. but usually this things are not for normal pc's..

There is some gel available in the market. which improves cooling rate.

I've seen computers that are refrigerators and also ones that have pipes in them with cold water flowing through.

otherwise, you can always get more fans i guess.
