Assuming it had the proper government (mayor, city counsel, police and fire departments, etc), a large enough population (living in a residential district within the building), shopping, economic, residential, entertainment, etc districts built into the building. does a city by definition have to contain multiple buildings?

Interesting. I think so. For sure, there are many single buildings with their own zip code. Many post offices and government buildings.

Sorry, people. The Vatican is not one building, and it is more a country than a city.

No there are designs of single buildings so large they are cities unto themselves with all the services and neighborhoods built in.I believe the Japanese are going to build one in the near future. I forget what the name of the project is.

Yes , But to me one building couldn't possibly house many people so it would be more of a town maybe a "village" Not a city.

I would say so. This reminds me of the Arcopolis structures from Sim City 2000. They were builidings that could house 50,000 people and were 100% self-sufficient.
