People who discover a site that harbours suspicious content are invited to report the site to the Internet Watch Foundation (IWF).
On its own homepage, the IWF gives pride of place to a large red button bearing the legend "Click here: Report illegal content".

It is illegal to possess, so you might be reporting yourself.
Federal authorities are more concerned with issues like terrorism, etc. and are unlikely to investigate unless you know of a specific child who has been harmed. That's a different issue.

be careful. the police would like nothing more than to point a finger at someone most likely you. i suggest you just don't delete it and than turn off your computer unplug it and call the police.

easy your local police dept. don't dail 911 b/c that is a emergency number but when you call the court house tell them what the problem is and they will direct your call.
