i like to go the very inexpensive route. Go to your local dollar store buy a 6 pack of pumpkins add some curling ribbon hang from trees. Also Buy some inexpensive Pumpkins the ones used for trick or treating and simply hang from your porch light bulb tape handle to the top of the light fixture it simply lights up really nice!

I cut circles out of orange paper and let my kids decorate them with scratch paper cut into different shapes.
We make a scarecrow each year made out of a pair of old jeans or overalls, an old shirt, a jack-o-lantern shaped trick or treat bucket (for the head), and top it off with an old hat. We stuff it with old newspapers and stick it outside on a lawn chair. It is cute and takes maybe 10 minutes to put together. On Halloween night, I try to wear similar clothes and replace myself with the scarecrow. I only move if it is big kids at the door.
We also replace a couple of our outdoor lights with colored light bulbs. For safety, remember to keep the lights by steps lit up on Halloween night.

pumpkins (if carved - just for halloween, if not carved also a good fall seasonal decoration), cornstalks, and you can always go to a store and buy commercial decorations for a reasonable price or if you're crafty and have the time hit up a craft store like michaels and make your own
