It's about a few little kids that get turned into little monsters by a tall very thin witch who wants to make halloween permanent. The only thing that's clear in my memory is when she's chasing the kids and the song "you can do magic" by America is playing. Any idea would be helpful, I'm thinking it came out sometime near 1984.

Oh god... I used to watch that every year when i was little.... I cannot think of the name.... but i can practically see the show in my mind now. It was an ABC or CBS Halloween Special.
