I agree, sentences should be heavy.
Maybe google the name John Walsh - his son was kidnapped and killed, and he is involved with issues regarding missing and exploited children. That might be a way to get ideas. Also, check women's groups for their policies.

Your question appears to be neutral and that is good for presenting alternatives,both sides and rendering a conclusion. My BS degree was in the Admin of Criminal Justice and this topic arose from time to time.
By harsher you mean either longer prison times (beginning with the 1st conviction),chemical or physical castration (and yes I know that women commit these same horrific crimes to a far less reported degree), possible solitary confinement for years...which would assist the "short eye" offenders.
The people, men bare the brunt of the blame are predators and should have any possible opportunity to sexually assault another helpless woman or child....DENIED by law.
Harsh? Yes. But would would you want if one of these sexual offenders was given probation or parole and the next week he sexually assaulted, you son or daughter, mother......you get the picture.
Sorry...lock them up and throw away the key. Maybe they can find some 6'5" 257lbs cell mate to "enjoy" sex with for the next 30 years. Finally, my own opinion on a convicted sexual prdeator or repearter......the needle.

Rep. Congressmen Mark Foley apparently did a lot of work promoting tougher laws to prosecute sex offenses of the under aged before it was revealed that he was sexually wired with that exact same predisposition. It turns out he was put in compromising positions as a teenager himself. At the point the scandal broke he admitted to a sexual mental disorder and checked into counseling.
This one case demonstrates some very interesting points you could write about.
1. Is it more beneficial to society to lock these people up and get some vindictive satisfaction out of punishing or is it better to treat these people like they are mentally ill. It seems that there is a correlation between those who are victimized growing up to be offenders themselves. So by that observation alone it seems apparent that they are in fact traumatized and acting out in some way that is beyond there control.
I hope this rambling can get you started in a good direction.

Make it like the THREE STRIKES but smarter. Do it exclusively for rape and murder. Give them life or death sentence. It is not right to keep these individuals consuming and living from our taxes. They become teachers to other minor felons and when they leave they already have members.The three strike was accepted because politicians saw it was really defective and they would flood prisions really fast and it was a real promising biz for anyone investing in these mega prisions. If you want a real solution these individuals should be terminated. Period!!!

I've never done anything like what you're talking about, so I don't know if what I'm about to say is the "best" first step, but it would be a helpful step, nonetheless. Make a website that tells people what your organization is all about.

I think they should serve life, especially for pedophiles. They are robbing children of their innocence. These kids have to deal with their horror the rest of their lives. And it also affects everyone around them.
