Im only 19 but I have a license never been in any accidents, where do I apply? Or do you have to work up to be one, sort of like a chain.

One takes a test offered by the Postal Service every so often. One DOES NOT call that 800 number ad that runs in one's newspaper 365 days a year and promises to send you the study material in exchange for $180.00.
One knows that the postal test if free. Just have to watch for it. Go on-line and check it out at USPS.com

You apply at your local office.

You will need to bring your DMV driving record, showing no accidents or whatnot for the past three years

The info is sent to the district personnel office.

If they like what they see, they will send you a packet to start the first in a series of tests.

There is a written test that you need to score as high on as possible (anything below 70% and that's it for you).

You take a drug screen and get finger printed. Should you pass that, you take the driving portion of the test.

Once that is complete, one more test is given.

Once all are cleared, you either get your assignment or are placed on the hiring roster for two years.

You might want to go the Post Office for them to lead you in the right direction. You have to go and take a test and then wait for them to call you. You are looking at least a 6 month hire process. If I am not mistaking the Post Office don't do the hiring you have to go to a agency. I hope this helps. I think your best bet would to go to the Office nearest you

Well look in the paper or check the poast office web site. It's ok, I am sure they will stick you on foot and in the hood like they did my friends. They liked it, all but the dogs anyway. but they give you a special spray, that most of the time does not work.

YOu'll be tested like crazy too

Go to your local post office. Tell the postal worker you would like to fill out the card for the next postal exam and when the announcement comes to your house go and take the test. Do not miss the date or you will have to go back and fill out another card and wait.

If it is what you want to do -- go for it. Someone has to do it & I would rather it was someone who enjoyed it. There are bebefits to having a government job. You should realize that you won't use your mind much. Figure out how important that is to you.

www.usajobs.gov is the federal job website. There are special requirements for letter carriers.

Don't ever pay $$ to find federal job listings, same for county/state government jobs. That information is available free online.
