Punk Rocker! We did this with my baby one year and it was so cute (of course!)... Dress baby in his or her funkiest outfit- something colorful, maybe with a dinosaur or other *tough* character. Now use makeup (an eye color pencil works good) to draw on a mask around her eyes, going back to the hairline, or all the way around, if baby has no hair. If baby has any hair, you can color hair with makeup and stick it out all funky. Lipstick will hold out those fine baby hairs just perfectly. All done. Easy, safe and free.
I would reeeeeally beware of using aluminum foil or anything that baby could potentially tear off and put in his mouth. Be extra careful!

do you have a head band? and extra cloth laying around? Make some cat ears? Also if you put some face paint on she or he could be a cat or a tiger? Or even just put a cute pink noes and the headband will be fine. Even one of those baby head things, that go all the way around, she or he could have floppy ears and be a dog, and pace paint, and also for a dog if you have a girl put a pink bow on her clothes make sure people know its a girl. :)

Little girl, nightgown & teddy bear = Wendy (from Peter Pan)
Boy or girl, court jester. Two pieces of cardboard connected w/ string so that one piece hangs in the front & one in the back (actually for a 4 mo. old you could probably just go w/ on in the front). Draw a card on it (i.e. 4 of hearts). Add a little rouge on the cheeks & a hat if you have one that's appropriate.

dress her all in one color with anything green pinned to her hat....she can be a carrot, apple, grapes, etc depending on what colors u have available and the babies body type.
or use foil and wrap in around the babies clothes and scrunch some into a hat to be a tin man (like the wizard of oz).
if u are taking her in the stroller trick or treating with u then decorate the the stroller in a way that she can just be in it and it be cute...like a pirate ship made out of paper and tape attatched to the stroller and then just dress the baby warm and make a pirate hat to attatch to her hat and u got a pirate and the pirate ship....

Make a mini toga out of a sheet use eye make up for stubble and say he's John Belushi in Animal House. maybe make a little leaf crown for him too lol

Okay, this may seem a little pathetic but I had to do a quickie costume for my baby one year. I put him in a white onesie, bobby pinned a couple of cotton balls to each side of his hair and safety pinned one to the back of his onesie, then I used a black eyeliner pencil and colored his nose and around his eyes black...behold...the baby panda. Hope this helps. =-)
