good question coding of the site or the picture may not allow you to save it in a different format.... however you should have the option of "save as" when the download dialog box comes up. if all else fails you can simply use windows paint and save it as a gif or a jpg. *i mention windows paint because all windows machines have it. at least as far as i know lol*

I don't know, but the file types work totally differnet, only bitmap(bmp) and jpeg (jpg or jpeg) can usually be saved more the internet unless the original file is a different format. You can however save the image as a jpg or bmp, open the file in a program like paint..or a more advanced program (better quality pictures) like photshop, go to Save As and change the file type there.

you see
right click on the image and properties..see the format of the image
if it is indeed .bmp files then you most probably have to save in that format
and then open your graphics editor to save in the format u need
hey gif has a different compression algorithm....etc
if it is indeed a gif file then
most probably there is a mask on the gif file to prevent you from copying it
then is the .bmp files viewable..i mean can you u see anything when u opened it

Two possible reasons:
Microsoft is lazy and didn't want to implement saving it in a different format.
Or the GIF compression algorythm is still under copyright, and microsoft didn't want to have to pay royalties in order to encode the image into GIF.
Either one doesn't make much sense...it's just saving a file from a webpage. I don't see why it just makes an exact copy. But eh, this is Microsoft, do you really expect them to make good products? Try switching to Firefox. http://getfirefox.com/
