I see a lot of fan videos for t.v shows, fan art like icons, banners, wallpapers,etc...so is it?

depend on the laws of your country but generally u should give credit to the source.

Yes, unless they are listed as "royalty free". If you are not using them for profit I wouldn't loose any sleep over it.

Technically it is also illegal to copy a TV shown onto a VCR .... but the RCMP or FBI won't come a knockin' unless you're making a buck off it.

No not at all, as long as its for personal use only. Meaning you are not selling or receiving any profits of any kind from it. If you look at it from a different angle you are actually promoting them.

I have a friend who is developing a Christmas Presentation for her company. They are using copyrighted music.

It depends on the company and how they license their content. Blizzard, for example, has made available certain packages for fan websites etc. In this case, such use is perfectly fine.

As long as you aren't profitting from it, or using it to endorse or attack another product all together
