An object has an electrostatic charge if it has an excess or deficit of electrons. It has become "discharged" when it has lost
the electrostatic charge.

For example, the static charge built up on a car as its drives may be discharged by stepping out of the car and touching it, allowing the excess electrons to travel to the ground through your body.
