Biro is an oil base with a dye. I expect that the wash process has separated the oil from the dye and put the dye into the material. Some oil with still be there. The oil can be removed with almost any solvent. lighter fuel, turps etc. Normally this would be done carefully taking the dye with it but the dye is now in the material. Once the oil has gone you could try bleach. Oxyaction is quite a good Oxidising bleach but on whites you could use a reducing bleach such as domestos which is more effective but does more damage. I would not recommend taking to to a dry cleaner as he would have the same solution and less time to spend on the problem.
To be frank I think that you either live with the stains or throw the stuff away and put it down to experience

I don't know about pen but I've gotten stains out of clothes I never thought I would get out using the Clorox Bleach Pen. It's easy to use and you can spot treat only where you need it. Let it soak for a few minutes then wash in machine as usual.

Generally, methylated spirits removes biro pen ink ffrom clothes but it sounds as if yours will need quite a lot, and a good soaking. Try it, though, coz it's always worked for me and mine.

If it is a standard ink, spray it with cheap hair spray, let it soak in and work a little soap into it and rewash.
If it was a sharpie, you have quite a problem.

put a white cloth behind it and spray hair spray on it and rub it with the cloth from behind then wash

when i worked at a dry cleaners, we had a wonderful product that always got out ink, take it there and they can usually fix anything!
