what events/empirical evidence exists b4 1945 to prove/disprove that the international system is anarchic?

I'm trying to get support for Kenneth Waltz's theory that the structure of the international system is based on anarchy and that major actors in the international system play a greater role than others. I know there were two world wars before this period but I dont know how to use this to answer the question? Please help Ive been working all day and this is stressing me out! :(

well start with that guy named Adoph -- a really unimpressive little street thug who managed to rise to power, kill millions, turn civilized humans into bizzare depicable racist animals and if not for the combined might of the rest of the entire world, the little punk nearly took the whole planet over -- sounds like some kind of crazy anarchy to me
