Its a vicious circle. They hover because the seat is wet but the seat is wet because they hover!!
It's also laziness and lack of consideration because if you bend your knees and make sure you're in the right place it's quite possible to hover without getting it on the seat.

I concur with you wholeheartedly. It is so irritating to go into a woman's restroom to find that someone actually urinated on the seat. When you know it is a woman who must have used the bathroom before you, you wonder what in the world was she thinking.
I've learned that many people from other cultures that reside in the U.S. do not have the luxury of the "comode" as we do. In fact, my manager visited Asia and was surprised to find a "hole" in the ground in which she had to squat; something she found irritating, especially being clad in pantyhose.
It seems that these same people have not "mastered" the ease in which we use our facilities and continue to utilize the toilet as they do in their own country. It is a habit, I am sure, one that no one has taught them the ease in which to just sit on the porcelain chair, rather than "squatting."

They are trying to not sit on the toilet and the pee all over the seat because they squat instead of sit!

Those are the "squatters" that think they're being so hygenic. Use a seat cover or put some toilet paper down on the seat, please, don't pee all over the seat. It's disgusting.

It is annoying.
But, I'd like to say that sometime, if the seat is wet it's not urine but just toilet water. I always wipe the seat before I use the toilet, and I find that sometimes when you flush, there's splashing.

Because that happens when they don't want to sit on the toilet seat. So they squat to pee. Then it dripples.

Believe it or not, the pee is probably safer than the tiolet seat because urine is sterile.......
Native Americans used to drink it.....
