The best is the one that gives you the greatest return for your advertising buck (its all about ROI). I'd keep with the fundamentals in regards to the 4 P's of Marketing: Product (what you sell), Price (how much), Place (where you advertise) and Promotion (advertising, sales promotion, publicity). Unfortunately, there's no crystal ball on this one since there is little detail about your product, budget, target market, ...

Some small businesses swear by radio ads, others swear by community papers using coupons & promos. More or less a trial and error, but you can limit your risk if you understand your target market, what media they commonly use, and fit this within a sound budget.

It all depends on your product or service. A good website with tons of information is good. It must be findable through search (Google and Yahoo, etc.)
