Without a license you may not be able to buy it. Heating and air-conditioning wholesales sell it. You can also advertise, someone may have some in their garage they are willing to sell.

Nancy Pelosi represents the few remaining idiots the America republic has left. R-22 was/is a fairly stable compound used in refrigerants. From the technicians view point one of the best CFC's refrigerants on the market. It's the chlorine in full and partial halogens that make recovery paramount whether it's a zeotropic fractionation blend or a stable product like R-22. Both products have minor ODP's with R-410a being zero while only being slightly more efficient but having a greater GWP. What people don't seem to grasp is that existing R-22 system will have to be replaced with systems that can handle the increase in pressure. So if you got around $5-10k in pocket to spend on something that will be changed in another 10yrs. It shouldn't be much of a worry. I see lots of money coming my way from bad politics, not science. There's only two products/manufactures on the market that haven't had issues with R-410a, the means @ least a $500 minimum service call for leaking coils. "I'm loving it"

Some auto parts stores have it on hand, and others can order it. You must be an ASA Certified AC Mechanic to purchase it, however.
