This is just speculation but if it's turtles that are illegal, it's almost certainly due to salmonella or other health hazards. However, if it is actually tortoises that are illegal then I'd bet it's due to them being endangered or otherwise protected and the state thinks if they make them illegal it will keep people from taking them out of the wild for pets.

Here in California, it's only turtles under three inches long that are illegal, I think. I know not all of them are. I doubt that they're all illegal in Arizona.

I do not believe all domesticated turtles are illegal. You should probably talk to a local Pet Store and inquire what type of turtle you can keep as a pet.

Check your laws more carefully, turtles and tortoises in general are not illegal in Arizona except for the ones listed below.
1.The following species of the order Testudines. Common names: turtles and
tortoises.
a.All species of the family Chelydridae. Common name: snapping turtles.
b.All species of the genera Gopherus and Xerobates of the family Testudinidae.
Common name: gopher tortoises, including the desert tortoise.
Furthermore, if someone had their tortoise confiscated chances are it was either mistaken for a desert tortoise, although beit the desert tortoise and gopher tortoise don't resemble too many other popular tortoise breeds: sulcatta, leopard, hermans, greek etc...

i saw another question earlier this year where a woman had moved to Arizona and brought her 45 yr old turtle with her, it escaped and she notified authorities, after it was found again the authorities came and took it away from her, said it was illegal
my sister lives in arizona and she purchased and keeps sulcata tortoises and the breeder she bought from lives there too
so i dont know whether they are legal or not

I've lived in AZ almost my entire life (31 years) and I've never heard of turtles being illegal here.

well...some people breed them just for the shell, they are becoming endangered. others keep them as pets but when they get too big owners let them go in the wild which will affect wildlife in the area and they can carry disease.
