They are food for swifts and other birds. Gnats are scavengers that help clean up rotting things by eating the rot.

There is a space in a given ecosystem for small flying predatory insects. Gnats just happen to be what evolved to fill the bill. Living things from gnats to me do not have a reason to exist. We are just here as a result of evolution.
