try AquaKlean by KBS Coatings. It an industrial strength cleaner that works great on metal surfaces. You may need to scour surface a little too.

soap and water, best is power washer. otherwise use a soft brush as you don't want to wear off the coating that is on it. also contact the place you got it from and ask them for advice
