get a piece of rope and braid black duct tape around it.

There is a very cheap whip at Hot Topic and its under $6, but you can use some black leather and cut it into strips and wrap it around a rope and hot glue that together and at the end you need a piece of rope and dye it red and fray the ends. The handle should be a big knot and should be big enough to control easlily. Be in mind that the whip I bought from hot Topic broke the day I used it for my costume, but it's cheap and will work, it's hurts too!

Maybe go to a thrift store and buy one of those cheap, black braided belts. Just separate the braids and cut off the buckle? It might work. Meow.

Get a black shoestring, rope or leather strap from the store, tie it or staple it to the end of a stick you have painted black or covered with black tape!
