I would go to a haberdashery like George Henry Lees nd buy some elastic and sew it to the bottoms to make hoops. You used to be able to buy ski pants about 10 yrs ago like leggings with them on the bottom.

Some tack shops sell little clips on elastic, the clip on to the jodphurs and the elastic goes across the sole of the jodphur boot. They are not expensive

try any arts and crafts shops, material shops, markets, jumble sales etc....
