I know a 3rd grade teacher who works at a catholic school, I know this person is a user of drugs "pot" on most weekends and some weeknights after school the floor of his apartment building stinks of the stuff. I'm curious as to what if anything should happen to this guy? should people notify the school,police or just let it go? I know many of his neighbors are fed up with the stink he makes and are trying to get him kicked from the building.

the school definitely needs to know; he should not be teaching children if he is a user; if he went to class stoned kids could get hurt or worse because of his lack of judgment;

Really your only recourse is to complain to the landlord that he is stinking up the place. You can call the cops but they will just laugh at you because they're too overstressed to deal with pot in someone's home. catholic schools are so afraid of bad press that they will not act on hearsay.

Nah. I'd ignore it if it's not interfering with his work. Don't forget a lot of people drink at weekends and through the week. I know this is legal but the effects are not too dissimilar.
