An officer of the Armed Forces is obligated to control his troops. This means making sure they know the laws they must adhere to and do not abuse the citizens of that area. He/She also acts as an ambassador of the U.S., not with that official title, but in his relationship with the local citizens. He demonstrates the best of integrity, and peaceful motivations before his troops and the people of that country. He must at times be a judge and decide proper actions in difficult situations. Thus, he must be sober and in control at all times, able to be decisive in critical situations, acting always toward the highest goal of peace. He demonstrates goodwill toward the local inhabitants. Examples of this would be providing food, water, and other physical needs when appropriate, arranging sporting events, talking with the people in a friendly manner, and playing with the children.

This is not from any text or website, but my opinion and observations of what I have known them to do in the Middle East.

Good officers must first be good human beings.
