Make sure you wash your face before applying.
Also - try applying to the upper eyelashes only - it still gives a great look.
(and the waterproof mascara is good - but you need to give it a moment to dry!)
(And if you still get smears - use a Q-Tip to clean it up! Works great!)

DONT use waterproof mascara!! Waterproof mascara causes eyelashes to fall out...no joke, a makeup artist at Sephora told me that the waterproof chemical in it is so drying that it causes your eyelashes to overtime, break and fall out. Use Napoleon Perdis's Eye cream called autopilot..you can put it on your eyelid as well as under your eye and it holds everything including eyeshadow in place all day. I've given this answer out to someone else w/ the same problem and she said it worked wonderfully! Before you put on your foundation, wash your eyelashes with baby shampoo. It will take all the oil off your lashes (the oil causes the smudging) - you shouldn't have to wear any special mascara, but if it keeps happening try waterproof!

try this:
1. after putting on your liquid foundation, use a powder foundation around ur eyes (including the lid)
2. Then put ur eye shadow on top...
3. Invest in an eyelash curler... hold it on ur eye lashes for ten seconds...
4. Then apply waterproof mascara (i use Covergirl's multiplying, waterproof mascara)... try just using it on the top and using a waterproof, smudgeproof eyeliner (like maybelline's unstoppable eyeliner)...
the most important thing is that you don't skimp on foundation... almay has some good one and maybelline's dream matte mouse is another good one! Hope this helps!

Try using some pressed powder under your eyes. Just enough to have a 'powder layer' so the mascara won't stick to your skin there. Or use a matte, skin coloured eyeshadow there.
Basically you're making a surface that will resist smudging. Make sure it's blended so it won't look like there's powder there and in case you have small creases it won't get cakey.

Use a water-proof mascara on your lower lashes. Sometimes what I do, instead of applying mascara to bottom lashes, is use a thin line of dark eyeshadow directly on my lash-line. That way it isn't bare, and I don't have to worry about the smudge.

You might consider upgrading to the better products at the department stores like, Estee Lauder or Lancome.
Worked for me and I have naturally oily skin.
