Basically you say that if you want to say that something is true but you can't really prove it scientifically, like "water is wet", "fire is hot" or "49ers will will the superbowl" (okay, I was just kidding about that last one.) :)

It means that the previous or following statements are considered to be true and self-explanatory. It means that the statments in the document, and I assume that you are refering to either the Declaration of Independence or the Constitution, should be considered as obvious and common sense.
