I have a 2003 Harley Davidson Heritage Softail and the speedometer is not showing the speed. Often it will come back and work but when I turn it off, then turn back on it will just stay on 0mph. I have gone to about 80mph and it will go up and down from maybe 20mph to 80mph.

If it's a cable drive, you can't adjust it, only lube it (but NOT the last 6 inches before the speedo).
From the way you describe it bouncing up & down, it sounds like this is the problem to me.
Remove the dash cover, and the outer cover should unscrew from the bottom of the speedo, then you can pull the inner cable (the part that needs lube [like high temp wheel bearing grease]), lube it and slide it bqack in, turning it at the end so it engages the drive as you seat it. (you might want to notice how much sticks out before pulling inner cable out of outer cover, to judge when you have it fully seated on reinstallation.)
You might have an electrical speedo, in which case it is an electrical problem.

Buy something other than a Hardly, and ya wont have that problem.
